BACKGROUND AND GENERAL CONTEXT OF THE FORUM


The modern threats to security and stability are global, cross-border in nature, and cannot be addressed by the efforts of one country or even a group of countries. Partnering and joining forces with states that adhere to similar principles and have similar values doubles our opportunities to address global challenges.

The Russian aggression against Ukraine changed dramatically the status-quo and ignited destructive dynamics in Europe, which once again proved that regretfully our peace is vulnerable and we need to stand ready to overcome security and hybrid threats at any time. The East of Ukraine, just like other regions, is going through difficult times of multi-vector threats that affect both the security of the region and the well-being of each person.

Specific challenges are most of all associated with the direct proximity of the border with Russia, its widespread use of disinformation resources, the constant threat that comes from certain areas of Luhansk and Donetsk regions. This situation is further compounded by the COVID-19 pandemic, which has turned almost all of Eastern Ukraine into a red zone.


The great part of the job to overcome emerging threats and challenges is still ahead of us and we continue to carry out comprehensive reforms aimed at strengthening democracy and rule of law, security and defense capabilities, ensuring economic prosperity, industrial modernization, and well-being of citizens.

GLOBAL SECURITY THREATS AND CHALLENGES. THEIR IMPLICATIONS TO UKRAINE AND THE EAST OF UKRAINE


In recent years the world society faces a broad range of threats. With the occupation of Crimea, attacks in Donbas, endless cyber-attacks, attempts to influence western voting, the Russian Federation is trying to establish its own world order. The Kremlin's aspiration to expand its borders and sphere of influence poses a great threat to the stability and has already caused instability and military build-up in Eastern Europe

What threats and challenges the world faces today? What specific security threats exist for Ukraine and the East of Ukraine, which, in particular, are related to the proximity to the border with the Russian Federation and the influence that the war in Donbas has? What complications does the pandemic add to the situation?
